DEVELOPMENT
Smart development requires planning and communication with residents to understand their priorities. I am against expanding the development envelope or allowing heavy industrial uses on agricultural land. I believe our county zoning code needs an overhaul.

SMALL GOVERNMENT, LOW TAXES
Respect taxpayers. Spend wisely and monitor all expenditures. Make Harford County Schools accountable for its spending.

PUBLIC SAFETY AND QUALITY OF LIFE
Support our law enforcement and first responders. Preserve open space, expand preserved land and parks, maintain and increase our quality of life.

MEET DOUGLAS PHILLIPS
I grew up in a military family around people with high standards for themselves and others. From a young age, I learned to work hard. I was born at Walter Reed Army Hospital a few years after my father graduated West Point. We lived on Fort Meade in Maryland and Ft. Belvoir in Virginia when I was little. My younger twin brothers were born at Portsmouth Naval Hospital; 21 years later I saw them go on to graduate from Annapolis and serve in the Marines and Navy.
I have been married for many years to a life-long Marylander and we are raising two children in Churchville. I am a hard worker and a traditional conservative. I have built several businesses and, as an attorney in private practice, I have represented thousands of Marylanders and argued cases in nearly every court in Maryland. My practice is divided roughly evenly between three areas: Business Law, Estates and Trusts, and Criminal Defense. My main office is here in Harford County.
I have always been active in my community. I have been a head high school lacrosse coach and currently coach both lacrosse and wrestling at the youth/rec level. I attend Churchville Presbyterian Church and teach Vacation Bible School. I am a Churchville Lions Club member, volunteer at the Welcome One homeless shelter in Belcamp, and contribute to several Harford County charities personally and through my businesses.
I love Harford County! Harford residents deserve much better representation than the current county council provides. I'm tired of special interests and the political scandals that they have caused. I promise to represent the residents of District E and ONLY the residents of District E.
