DOUGLAS PHILLIPS
FOR HARFORD COUNTY COUNCIL

PUTTING RESIDENTS FIRST

VISION &
PRIORITIES

Here are a few of the most important things Doug Phillips would do on the county council.

1

SMART LAND USE AND IMPROVED INFRASTUCTURE

I oppose heavy industrial uses on agricultural land. I support addressing the issues of solar farms and data centers through our zoning code. I favor transparency and community involvement in zoning decisions. I believe our infrastructure (roads, water supply, and schools) should be addressed to improve residents' quality of life. I oppose any bus lines connecting to Baltimore City or County.

2

SMALL GOVERNMENT, LOW TAXES

I oppose any new taxes. I support a reduction of the county's property tax rate. We must monitor and maintain Harford's budget surplus and excellent bond rating. Spend wisely and monitor all expenditures on a continual basis. Make Harford County Schools accountable for results and for fiscal responsibility.

3

PUBLIC SAFETY AND QUALITY OF LIFE

I oppose Wes Moore and Annapolis Democrats for attempting to control rural areas. I support our law enforcement and first responders. I aim to preserve open space, expand preserved land and parks, maintain and increase our quality of life.

MEET DOUGLAS PHILLIPS

I have lived in District E for the past decade and am very familiar with all parts of the district. District E includes parts of Bel Air, Aberdeen, and Havre de Grace, and I am lucky to live just a few minutes from each of these towns. Maps from colonial and Revolutionary War times refer to Churchville as "Lower Cross Roads" because traveling between Harford's towns required a trip through Churchville. In modern times, District E contains Aberdeen Proving Ground, Ripken Stadium, and the campuses of Harford County College and Towson University-Northeast.

I grew up in a military family and I learned to work hard from a young age. I have been married for many years to a life-long Marylander and we are raising two children in Churchville. I am a traditional conservative who enjoys the outdoors, being involved in church, and helping out in the community.

I have built several businesses and, as an attorney in private practice, I have represented thousands of Marylanders and argued cases in nearly every court in Maryland. My practice is divided  between three areas: Business Law, Estates and Trusts, and Criminal Defense. I represent dozens of local and regional businesses, in various industries. My main office is here in Harford County and I am a member of the Route 40 Business Association and the Aberdeen Chamber of Commerce.

I have always been active in my community. I have been a head high school lacrosse coach and I currently coach both lacrosse and wrestling at the youth/rec level. I attend Churchville Presbyterian Church and teach Vacation Bible School. I am a Churchville Lions Club member, volunteer at the Welcome One/Harford House homeless shelter in Belcamp, and contribute to numerous Harford County charities personally and through my businesses.

I love Harford County! Harford residents deserve much better representation than the current county council provides. I promise to represent the residents of District E and welcome the input of every resident.
